Development Stage 2 – Feasibility

The Plymouth LPA supports the implementation of the existing planning permissions and strategic masterplan relating to the strategic development proposals for Millbay Waterfront.  Development will create a new sustainable mixed use neighbourhood which meets the needs of the new community as well as acting as a major destination and attractive international gateway. The proposals provide for 742 new homes, including extra care homes, 12,500 sq.m. B1 offices, as well as small-scale retail, food and drink uses, leisure, hotel, marine related uses and facilities for marine and other events and a multi-storey car park.   Any significant changes to the approved schemes will need to be supported by a revised strategic masterplan.

This site forms part of the wider Site PLY29, which includes:

• PLY29 Plot A2 – Completed

• PLY29 Plot C1 – Consented

• PLY29 Plot C2 – Under construction

• PLY29 Plot C3 – Feasibility

• PLY29 Plot C4 – Feasibility

• PLY29 Plot H – Feasibility

• PLY29 Trinity Pier – Feasibility

• PLY29 Millbay Marina Village – Not started

 

JOINT LOCAL PLAN ALLOCATION PLY29

USE: Sustainable mixed use neighbourhood including 742 new homes, including extra care, 12,500 sqm B1 offices, small scale retail, food drink leisure, hotel, marine related uses, facilities for marine and other events and a multi storey car park.

EXISTING USE

Largely vacant redevelopment site, including a number of sites in active development and a number of existing principally residential new builds

 

DEVELOPMENT PROGRESS PLOT A3

1. Outline consent granted 14/01448/OUT for wider Millbay redevelopment (Plot A3 approx. 55 units)

2. Pre-application enquiry submitted and under consideration.

NEXT STEPS

1. Continue pre-application dialogue with developer to deliver scheme in line with JLP policy requirements.

2. Work to resolve waterfront walkway access requirements through future phases of development.

3. Continue to engage ABP in the Plot A3 pre-app to resolve future access to Trinity Pier
